Does the code "ssh root@use_your_droplet_ip" works in a windows terminal?

I want to create a ghost droplet, I have a windows laptop but I am not sure if I will be able connect the droplet using the command above "“ssh root@” through the terminal program (.cmd) of windows. Thanks in advance for the help provided.

This will not work with the standard Windows CMD. Instead, you might have to install OpenSSH or alternatively I would recommend using PuTTY as described here:
