You are given a virtual machine with a Linux distribution of your choice, with root level access on which you may install whatever you want within the terms of service.

Look into x2go remote Desktop. It only took me a few minutes to get up and running with a remote Kubuntu Desktop VPS. It is actually really responsive and I think this could really be a viable solution for a desktop in the cloud. I haven't tested much other than web browsing and LibreOffice but it worked wonderfully (except for watching a video). I tested this on the $40/mo Droplet.

To get this up and running all you need to do is create an Ubuntu droplet and check the "user data" check box. Place the contents of the following script in the "user data" input field:

https://github.com/digitalocean/do_user_scripts/blob/master/Ubuntu-14.04/desktop/kde-x2go.sh

Install the X2Go client on your local machine and connect to your Droplet's IP.

Choose KDE as Desktop environment in X2Go client desktop drop-down before connecting to Droplet.
