Yes, you can point your DNS anywhere when using DigitalOcean’s nameservers. You can use the Control Panel at DigitalOcean only for managing DNS records the way you want. Additionally, DNS management is available at no additional cost.

Yes, this is totally fine. You can use DigitalOcean nameservers and then create an A record and point to an external IP address.
