In services such as hostinger and other companies it is possible to point a domain purchased in another registrar only using the addresses of their servers, is this possible in digitalocean ?, that is, if I create a vhost in Apache and point the DNS of the domain to the DNS of digitalocean, would it work out well?

Yes it would work just as normal. If you already have a domain name with an active DNS zone with another provider, you could just change your A record and point it to your doplet’s IP address.
As normal it could take some time for the DNS cache to clear over the Globe and after that your domain will start resolving from the droplet.
