I want to scale down droplet. I don’t care about losing data, but I have to keep static IP address. Why is it not possible to rebuild droplet with smaller image and then downscale? Is there any solution?

If you want to keep a static IP assigned to a droplet you need to setup a Floating IP and assign it to your droplet.
You IP will not change wether you change the size or your droplet or even delete and assign a new droplet to the IP. Its quite flexible.
The problem is that I already have quite a few droplets with static IP addresses. I believe that there is no way to convert static IP addresses into floating, so it doesn’t really solve my issue.
I don’t think you have to “convert” to a floating IP. A floating IP can be assigned to any of your droplets that have a static IP. I’m not a pro on the topic but I think that’s how it works.
