This is a great question. All hardware for your droplet remains reserved regardless of it’s power status, and billing does occur in the same way whether the droplet is powered on or off.
To set your droplet aside and reduce billing until you need it later, we would encourage you to take a snapshot and then destroy your droplet. Snapshots are only billed at $0.05 per GB each month.
