eslintrc.json set up in wrong location?

I have just followed Digital Oceans instructions for installing eslint in VSCode. However, eslintrc.json appears to be set up in the folder above the vscode-eslint-example folder. I presume this doesn’t matter because eslintrc will apply to all files below it? Also, I have some eslintrc and package.json and package-lock.json files from previous failed attempts to install eslintrc. Can I just delete them or is there a procedure to be followed for this? Self taught amateur. Thanks.
