Is it possible to connect to a docker container that is running in App Platform from outside of the digital ocean eco system?
Just to give an example I want to scp a file that is uploaded in the running container on my local machine.

I believe that this is not possible as of the time being. You could expose the file and download it via HTTP directly.
Alternatively, you can access the file directly on the App platform via the Web console.
As another option, if you are using the DigitalOcean Spaces to store your static files, you could download the file by connecting to your S3 bucket with a tool like CyberDuck.
