ffmpeg slow on DO standard droplet

I have a Laravel app that can encode webm videos to h264 .mp4 videos. When I run ffmpeg on my local machine with the same file and same ubuntu and ffmpeg version my local computer is approx. 3 times faster than DO. I am running the encoding with 1 thread in both places. MY local CPU is an I5-8300H and the DO CPU is a Xeon E5-2650L V3. Is there an explanation for this performance drop and is the solution to transfer to the CPU Optimized droplet?

Adding some more detail. There is two CPU’s on the DO droplet, and they are not maxed out at any time doing the conversion. I have also limited the memory use in both cases so that should not be the problem either.
