Github student promo not added after signup with paypal

I tried to add my student promo code while signing up for the service. I added my code on the credit card billing page and confirmed it. I then continued to the Paypal page and added 5$ to my account completing the sign-up process. When I checked my credit I saw that I had not received the promo. When I tried to add the promo on the settings page, I alerted me that "my account is not eligible for this promo.

I was wondering how I can still get my promo as one of the mods on the forum stated that the promo would still be added even if I used Paypal https://www.digitalocean.com/community/questions/how-to-use-github-promo-code-student-developer-pack

Same here, I was received Github Promo Code, but I don’t have credit card or PayPal, how can I completing the sign-up process without setup billing payment ? FYI, my email is agung_pambudi@teknokrat.ac.id
