Did you enable remote access previously? Remote access is disabled by default. Changing bind-address in your /etc/mysql/my.cnf file to 127.0.0.1 will ensure that the MySQL server is not listening on any public interfaces and is only accessible by localhost.
bind-address=127.0.0.1
