The Droplet web console provides out-of-band access and is available regardless of your network settings. It emulates the access you would have if you were sitting down with a keyboard and monitor attached to the actual server. You can use this feature to log in and revert bad settings to regain normal access.

You will usually use the console if you can’t access your droplet using ssh via a ssh client and it’s usually the last resort option when it comes to troubleshooting.

There are two options at the bottom of the doc: Connect with OpenSSH and Connect with PuTTY

If you are new to DigitalOcean and just created your server (Droplet) you got root password emailed to you. In case you used SSH key on Droplet Creation, you will not get root password so you need to use that key.
To access your server, you can use SSH or Web Console. How To Connect To Your Droplet with SSH. How To Use the DigitalOcean Console to Access your Droplet will help you get around console.
In case you don’t have non-root user or root password you can Reset Root Password via Control Panel or contact Support to mount recovery ISO to your Droplet so you can access console if you can’t use SSH.
