There are lots of free, open source streaming audio server solutions that you could install on a DigitalOcean server. A quick Googling produces:

In terms of bandwidth, here are some basic calculations on how much outgoing bandwidth would be used, based on number of listeners and bitrate of your audio: keep in mind, constant listener means streaming 24/7, 30 days per month!
