To do that you can use the DigitalOcean API:

You can find a list of the available configuration options via the link above, but specifically for disabling the required primary keys, you can do the following:

curl -X PATCH \
  -H "Content-Type: application/json" \
  -H "Authorization: Bearer $DIGITALOCEAN_TOKEN" \
  -d '{"config": {"sql_require_primary_key": false}}' \
  "https://api.digitalocean.com/v2/databases/your-db-id-here/config"

Alternatively, you could use the doctl CLI to do the same:
