How do I make a password for a user in vsftpd on Ubuntu Server 14

Its in the title, I would like to know a console command to add a password to the user ‘Arctic’ in vsftpd.

You can run the following command as root or a user with sudo privileges to change a user’s password:

sudo passwd Arctic
