I am trying to connect to our DO account via SFTP using Pycharm IDE. On the configuration page I see these settings, and a little confused as to whether “SFTP host” is the same as the “IP Address” or the “IPv6 Address”…Can someone enlighten me please?

Hi! If you have ipv6 enabled on your droplet either address should work. Since many ISPs still do not fully support ipv6 you would most likely be better off using your ipv4 address as your SFTP hostname.
If you are using your root user to connect you will have to log into your droplet via ssh at least once before attempting an SFTP connection as you will need to set a new password to replace the temporary one that was emailed to you.
