I see each droplet has a trtansfer limit. How do we interpret the transfer limit number? Is it total download or total upload, or a sum of both? Assume the transfer limit for a CPU optimised droplet is 5TB. Is it for 24 hours? If yes does it work on a sliding window? What happens if it exceeds 5TB in the window?

The Transfer Limit - Bandwidth limit is calculated per month. So to your question, the 5TB Bandwidth would be for a month. Bandwidth counts to both download and upload limits. As for more information, have you checked:
