Hey there!
Since you installed the Minecraft server using the guide it installs the vanilla version of the server which doesn’t support plugins. As such no plugins folder exists. If you would like to run plugins you would need to install a Minecraft server that supports them such as: CraftBukkit or Spigot. You would need to install their servers following their guides.
