I have set my boot device to recovery environment. But my developers didn’t recover my database before. Can we exit recovery environment to backup the database. Thank you!

Yes. Our team can boot you back into the recovery environment to run a db export and then back to Recovery to send it (if networking is disabled, if not, you can send it from the booted droplet).
Another option would be to copy your MySQL data files by copying the contents of /var/lib/mysql out of the server. You will need another copy of MySQL of the same version to use these files. Generally I would recommend doing a normal export over this option when possible as this option is not as safe.
