I have a D.O. app which is currently running that I need to install qpdf on. Given that there is no root access or sudo privileges available on the app, how do I install qpdf?

Indeed, if you’re using buildpacks with App Platform, apt commands are not supported, though we plan to offer a method to do this in the future.
A workaround is to build and deploy using a Dockerfile:
https://docs.digitalocean.com/products/app-platform/languages-frameworks/docker/
That way you can specify the exact packages that you would like to be installed in your Dockerfile directly.
