I tried to execute https://www.digitalocean.com/docs/volumes/how-to/increase-size/:
# sudo lsblk --fs /dev/disk/by-id/scsi-0DO_Volume_volume-fra1-02
NAME FSTYPE LABEL MOUNTPOINT
sda
└─sda1 ext4 /mnt/volume-fra1-02-part1
So I’m trying to resize it with:
# sudo resize2fs /dev/disk/by-id/scsi-0DO_Volume_volume-fra1-02
resize2fs 1.42.9 (4-Feb-2014)
resize2fs: Device or resource busy while trying to open /dev/disk/by-id/scsi-0DO_Volume_volume-fra1-02

It appears that there are a couple of steps missing from the process and potentially, these are completed at the Digital Ocean end. According to the documentation a restart may be in order, and if not maybe open a support ticket.
