I had created a new account right now. There’re some troubles.
I had already added PayPal credit to my account. and pay $5, but it still show me the
step 2 ‘Verification’
and I don’t know how to reach the step 3 so that I can Create Droplets.

You should have received an email about sending identification for verification, such as governmental photo ID or passport.
The email comes from verify@digitalocean.com so please check your spam folder.
Otherwise you need to contact Support via the control panel, since the community forum cannot help with account issues like this.
