I would recommend using this Puppet IIS module here:
https://forge.puppet.com/puppetlabs/iis
It allows you to manage IIS for a variety of Windows Server like 2008R2, 2012, 2012R2 and 2016.
You would be able to maintain application sites, pools, installation, and many other IIS settings.
