Ok first things first what is giving that error as it doesn't strikes me as a FTP error, more a HTTP error?
I realize this doesn't answer your question, but have you considered using SCP instead of FTP?
All I want to do is use ftp instead of sftp in filezilla to upload files to my wordpress site.
What is SCP, will it do the same job
SCP is pretty much the same as SFTP. If SFTP works fine for you, why do you want to switch to FTP?
Because I have program that needs me to use ftp to work properly.
Percifically for the installation process.
What operating system is your droplet running?
We have an article on installing FTP on an Ubuntu droplet:

ProFTPD is a popular ftp server. Although it is not the lightest ftp server available for virtual servers, it is a powerful and configurable program. This tutorial explains how to install, configure, and access the ProFTPD server. It is written for Ubuntu 12.04.
Thanks Kamal but I've done a new install for my droplet. The quick wordpress install but the only thing is I'm now having trouble with mysql. I'm getting this error: ERROR 1045 (28000): Access denied for user 'root'@'localhost' (using password: YES)

Any help would be apprecieated. I shall look at that article and see if it can help me.
After you installed MySQL, did you execute the following commands?
sudo mysql_install_db

Yes, I got that solved. But I'm still having trouble logging in with ftp to my virtual host accounts.
What kind of trouble are you having? Do you see any errors? Are you able to log in but not able to upload any files?
I'm trying to access my apache virtual hosts with ftp but I'm having difficulty getting it to work.
I've just restarted my droplet again from an image unbuntu 12.04. I don't know if you could take me through this to get this work.
