It’s possible someone else added it before you, maybe they owned the domain and let it expire at some point.
To be sure, you can try and dig digital ocean’s nameservers for the domain
dig example.com @ns1.digitalocean.com
Here is the result of the above

In this case, example.com has no records in the digitalocean’s Nameservers. If it had, the A record would appear here

If this is true, I’ll suggest contact DigitalOcean’s support directly. I’m sure they’ll have a procedure about it.

The system performs a DNS lookup to see if the domain has already been added to DigitalOcean. If it has, you’ll receive a message that says Data domain example.com: Name already exists. If the domain has not been previously added to DigitalOcean’s DNS service, it will be added.
