If you’re doing DNS changes at the time you’re trying to connect via ssh using putty then the reason will be the DNS propagation itself.
Keep in mind that DNS changes might take up to 48 hours due to DNS cache from all ISPs and etc. You can always lower the TTL for the A record, but generally speaking the process will need some time. However it usually happens a lot faster.
You can follow/check the DNS propagation using a site like https://www.whatsmydns.net
