I cannot create a droplet

I came to DigitalOcean, and to register i just added 5 Dollars paid from PayPal. After that i saw it’s a great service i thought i will invest more in this, and i used my 50 USD to add to my DigitalOcean wallet. And now after a couple of months when i plan to switch to use DigitalOcean instead of Cloudways(btw which is more seemless without restrictions), bang! I cant have for what i paid!

So here is a ticket respose:

Hello, If you only have PayPal in your billing profile, you are required to maintain a deposit in your account equal to the monthly running cost of the droplets you have. Therefore, before you request that we raise your limit and you create the droplets, make sure you have made a PayPal deposit to cover the ongoing charges for a while! If you have a credit card in your billing profile, this isn’t an issue because we’d just charge your card at the end of the calendar month. Cheers, DigitalOcean Support

I havent used the service for a couple of months and i cant maintain a deposit in your account equal to the monthly running cost of the droplets i have becouse i havent used any of my deposit.

Please, provide us with information, based on which part of yours Terms of Service Agreement you restrict our rigth to use your services? Or how it helps for community to do better? Or even for you, why this is better?

For my testing purposes 2Cores/2Gb Ram is not enough. Can you give access to use all, or i just wasted my 50 bucks?
