I changed the login account and password, but i can’t login with neither the new account or old account, how shall i proceed next?

Do you mean you’ve changed the email and password in Settings > Profile? https://cloud.digitalocean.com/settings/profile
You need to confirm the new email before it’s changed - actually cannot remember if you also need to confirm the password or if you just get a notification.
That means your login is still using the old email. With the new password, maybe the old.
If you still cannot login, then you need to contact support via this form: https://www.digitalocean.com/company/contact/ Remember to disclose both email addresses to them, so they can find you in the system. Not sure how the verification process is, but they will explain it to you.
