What is the reason for this report?

I had restricted access to SSH port via IP address by network address recently changed and now I cannot access the server.

I have whitelisted my previous IP address which then changed thus ‘locking me out’. Is there a way to access the server other than SSH?

Yes, you could use the Web Console available via your DigitalOcean Control Panel. You can take a look at the official documentation on how to regain access to your Droplet using the DigitalOcean Droplet Console here:
