I had to delete the account, billing question

I had to delete the account. But looking costs for the period I used wonder how I have to pay. Is pay when I create an account ? I remember there was left was 4.xx dollar payments beyond about $ 1.77 . I had a 10 droplet. Now that I wonder whether the withdrawal is possible amount already paid . If not, how can I contact Customer Service ? I can’t speak english well;(
