Could’ve been a hiccup on Ubuntu’s mirror. I was able to connect just fine while leaving this comment. If it keeps failing, update your /etc/apt/sources.list to DigitalOcean’s mirrors: mirrors.digitalocean.com. Then apt-get update and apt-get upgrade again.
