Juts trying to figure out how to get into the MySQL Database on the DigitalOcean server.

For my own personal uses, when I need or want a GUI client I find the most convenient option is to use MySQL Workbench. You can set it up to connect over SSH so you don't have to install something like phpmyadmin or make your MySQL service listen publicly.

Providing your developer with ssh access and the MySQL user credentials would allow them to either use this method or simply ssh into the server and use the command line client.
