I want to setup an openvpn server on my DO droplet but a little confused on needing two machines

Was following this guide:

“Additionally, you will need a separate machine to serve as your certificate authority (CA).”

Guessing I need a second droplet? My local machine is a windows machine.

Yes - a second machine is the best/most secure way to set this up.

Only follow this, one droplet. Simple installation.
