What is the reason for this report?

I want to setup an openvpn server on my DO droplet but a little confused on needing two machines

Was following this guide:

https://www.digitalocean.com/community/tutorials/how-to-set-up-an-openvpn-server-on-ubuntu-18-04

“Additionally, you will need a separate machine to serve as your certificate authority (CA).”

Guessing I need a second droplet? My local machine is a windows machine.
