Im unable to update my payment card

My account have been suspended due to payment issue. I have tried numerous attempt to change my debit card details to a new debit card but everytime i save the error msg pop up saying that there have been an error. I want to make payment but digitalocean is not helping me to make payment to reactivate my account. Please help to escalate this issue or help me out

The billing department will not allow a customer to remove a credit card that they no longer want to use and replace with another payment method unless the customer pays a deposit on their account.
