IPs are reserved for a droplet until it is destroyed. Rebooting a server does not change its IP address.

When you destroy a Droplet, its IP address is released back into the data center’s pool of available IPs. These are assigned randomly, so it’s very unlikely you’ll get that IP address back. However, when you rebuild a Droplet, the IP address is retained.

A DigitalOcean Reserved IP address is a publicly-accessible static IP address that you can assign to a Droplet and then reassign to another Droplet later, as needed. You can implement a failover mechanism with reserved IPs to build a high-availability infrastructure.
