We want to have mailing service in our system, so that we can send some emails to the users. I was wondering if it is possible for DigitalOcean to activate the mail service on our droplet or we should do it on our own?

You’ll need to install and configure a mailing service on your own, unfortunately. Having said that, there are a a lot of good tutorials to help you do that effortlessly.
Since you haven’t posted the OS you are using, let me get you a couple of tutorials for postfix.
Postfix is a free and open-source mail transfer agent that routes and delivers electronic mail.
For Ubuntu, the tutorial you can use is - https://www.digitalocean.com/community/tutorials/how-to-install-and-configure-postfix-on-ubuntu-18-04
If you are using CentOS, this is the tutorial for you - https://www.digitalocean.com/community/tutorials/how-to-install-postfix-on-centos-6 . The article is for CentOS 6 however it can be applied on CentOS 7 as well.
