I’m going to create a $5/month droplet.
Is it possible to be charged any extra above this $5/month, and if so is there a way to somehow cap the charges?
(I understand about the extra for currency conversion and also VAT. I do not mean that, that’s fine.)

The pricing FAQ on the bottom of this page: https://www.digitalocean.com/pricing/ covers hourly billing, but essentially: no. You should only be paying for the $5 cost Droplet, plus any applicable tax.
