For App Platform apps, is there any solution to doing jwt (JSON Web Token RFC 7519) style logins for apis via mostly static angular/react style apps?

We don’t currently have an Identity Provider product at DigitalOcean that you can leverage for this, but there are options. If you want to go with a managed Identity Provider, then a service like Auth0 is a good choice; they have over 100 samples that can also be easily deployed to the App Platform, including an Angular sample and a React sample. There are also self-hosted open-source options such as GoTrue that you could use for this purpose, which could itself run directly on the App Platform as well.
