Is there any utility that provides information about high CPU load by email?

Hi, Is there any utility for Ubuntu that provides information about high CPU load by email? For example, if CPU utilization is about 70% during 10 minutes, this program send email to me about this event.

I know you can do this using php.
But there will be smarter ways to do it I think.
I only know PHP so can't help you further if you are searching for something other than that.
