Let’s Encrypt is not yet available as a Debian package. Though you can try out the preview release by getting it from GitHub with the following commands:

git clone
cd lets-encrypt-preview
virtualenv --no-site-packages -p python2 venv
./venv/bin/pip install -r requirements.txt
./venv/bin/letsencrypt --help

I have install Ubuntu 12.04, how to?
