Linux VM Down after issuing reboot command

I did an apt upgrade on my Ubuntu Linux VM and all was good. The OS recommended that I do a reboot so I proceeded to do that but the VM hasn’t come back up again after issuing the command. I cannot access the Console either because I need to run that command (wget -qO- https://repos-droplet.digitalocean.com/install.sh | sudo bash) first which I, unfortunately, did not do before I issued the reboot command.

What am I to do?
