Is it possible to load a DO account with an arbitrary amount e.g. $8 instead of an amount in $5 steps? Once I have $4.99 or less on my account, it’s very difficult to use the money since the top-up can only be made in $5 steps, which (in my case) corresponds with the billing steps.

Unfortunately, that’s not currently possible with PayPal. Though we are investigating adding support for it. We use UserVoice to track feature requests and gauge user demand. There’s an open request for this already that you can vote for to show your support and subscribe to to get updates.
