MAC Address Stability and Any Penalty for High Utilization?

I’m considering using DigitalOcean to drive a text-to-speech (produces audio files) application. Two issues / questions concern me. Your answers would be appreciated. Thank you!

Issue 1: The text-to-speech software has a license that is keyed to the (Ethernet) MAC address of the network interface.

Question 1: Will the MAC address remain consistent between starts and stops of the instance?

Issue 2: The software is somewhat CPU-instensive.

Question 2: If the instance is running consistently at a high (not insane, but high) level of CPU utilization, is that of concern to Digital Ocean. and will there be any practical or cost impacts to me?

The MAC address should be consistent between starts and stops as none of the droplet’s data is removed once it’s stopped. <br> <br>If your droplet’s plan is too small for your application, you will start to see high CPU usage and IO steal time as you begin to approach 80+% CPU usage which will slow down your app. This is similar to running an app on a dedicated server and seeing the performance degrade as the CPU simply can’t take more load. In that case, we recommend upgrading your droplet to a larger plan with more CPU cores, as 70% is usually the metric at which we recommend that customers think about upgrading their droplet sizes.
