What is the reason for this report?

Middle Tor Relay

Hey, I was wondering if Tor middle relays are allowed? Is there a bandwidth limit (as in 1MB/s?) and does the 1TB included in the basic package allow me to use 1TB out and and unlimited amount of bandwidth in?
