I have an existing WHM/cPanel deployment that I’d like to phase out. Currently I have a primary domain with a vanity nameserver along with a few add-on domains that point to this vanity nameserver. My question is, is it possible to perform a seamless migration where none of the domains will require a nameserver update?
The plan of attack so far: Copy the files and databases over Setup necessary virtual hosts Re-create all the necessary DNS records for each domain (using DO DNS panel) Change IP address for NS1. and NS2. for the primary domain
I only have ns1. and ns2. currently– however Digital Ocean also has ns3. Will I need to add the ns3 nameserver to the other domains as well?

Your plan looks good. You can add ns3 but it is not necessary, it’s there simply for added redundancy.
