I need to upgrade from Centos 7 to Rocky Linux 8. That’s not possible with cPanel. I need another server. Cpanel requires a static IP to migrate sites. Can I use this reserved IP feature? How would I do it?

Thanks for the Ubuntu suggestion. I thought the transfer tool would only work if the old and new servers had the same IP. My mistake.

Spinning a new droplet will assign an IP address to the droplet. cPanel also now supports Ubuntu as server OS so this is also an option to provision a Ubuntu 22.04 droplet and migrate your data.
With the two cPanel servers being online you can use the Transfer tool option in cPanel/WHM and migrate the data.

Creating a new Droplet will add it a static IP address and you should be able to migrate your website without a problem. Or do you mean you want to migrate your website and on the new droplet and for that droplet to have the same IP?
