Have you enabled SELinux on this droplet? Enabling SELinux on your droplet will prevent the password reset tool from being able to change the password within your droplet. If you continue to encounter problems please open a ticket with support and they can assist you with a recovery ISO to allow you to reset the password within your droplet.
I encounter same problem when creating droplet from snapshot
