I'm thinking to create a new droplet. I already have an existing droplet running on CentOS 6.4 with Cpanel/WHM.
The question is, do I need to subscribe for new Cpanel license for the new droplet? Or can I just reuse the existing Cpanel license for both droplets?

As far as I know, there are many different type of cPanel license there, so if you have a single VPS license, in that case, its bonded with your IP address hence here, new droplet, meaning new server and new IP, which would need another cPanel license !!
This would be up to cPanel to decide.
DigitalOcean does not manage licenses for them.
If you are making a new droplet, likely you will need to purchase a new license from cPanel.
