I created a new droplet in NYC, and this is happening in both
once the droplet is created, I ssh to it as root@<ipv4 of droplet>
from there
$ dig mirrors.digitalocean.com A +short
; <<>> DiG 9.16.1-Ubuntu <<>> mirrors.digitalocean.com A +short
;; global options: +cmd
;; connection timed out; no servers could be reached
this is the first command I execute on logging in.

I’ve just tested this with a new Droplet in NYC and it seems to be working as expected. Are you still facing the issue and is it a problem only with your Droplets in NYC or all Droplets?
