Outstanding balance?

"There is currently an oustanding balance on your account, please visit the billing page to update your billing profile." I get that message even though it says I have $57.55 of credit. Adding a credit card doesn't work. $0.00 monthly usage. I used the coupon code ng-conf months ago and never actually used any of it. Can someone point me in the right direction?
